Should this come with all the electronics? I am not on engines and conversions and all but the weight power ratio is just awesome! Would you buy it? What should I ask from the guy who is selling it? Exhaust stuff and all I meant....

You would need the complete engine pkg. Ignition, alternator, starter, fuel system, wire harness, ECU (you know about those!)
Actually you could ask the guy, I have on sno-engines.
just say that you are not going to put in back in a bike, tell him you need it for a small airboat and you need all the parts for the engine to run.
Or you may be better off trying to buy a wrecked bike and take all that stuff off yourself.
