Are rotorways safe? I have heard conflicting opinions, I saw one roll over once, was told they have weak tail rotor authority.
And why do the rotors spin the opposite direction of everyone else?

As safe as you build or fly them.
The design is the result of a few limitations
1. must fit in a one car garage
2. off the shelf parts
3. two people

It started with the Scorpion II
Then the Exec
It flies well if the power is there and the rest works well too as a home built
The later ones have better stuff like shaft driven tail rotor and a super charger
Training is what everyone can use and Rotorway provided that too
The early ones had low power the later ones were better
